PHASE 2: CLTCC RETURN-TO-CAMPUS PLAN 
Effective June 15, 2020 


On June 5, 2020 Governor John Bel Edwards’ Executive Order opened ‘Phase 2’ of the state’s reopening plan.  The following is CLTCC’s Return to Campus Plan in light of COVID-19: 

The College Pledges To:  

  • Adhere to Centers for Disease Control and State of Louisiana guidelines 
  • Provide appropriate face-to-face services to students, protecting employees and students 
  • Mitigate a resurgence of COVID-19 cases 
  • Ensure more vulnerable employees are kept as safe as possible 
  • Maintain flexibility in operations, delivery of services and instruction, including possible return to remote work if necessary 

CLTCC Personnel 
Supervisors will inform essential staff who are required to return to on-campus work. Faculty may return to offices upon approval by the Chancellor. 

Safer Operational Requirements 
Employees must maintain physical distancing and proper hygiene: 

  • Wear face coverings when working within six feet of others; public-facing employees must wear masks when assisting students 
  • Wash hands often with soap and water for at least twenty seconds (if soap and water are unavailable, use hand sanitizer) 
  • Avoid touching your eyes, nose, and mouth 
  • Avoid sharing office supplies 
  • Disinfect frequently touched surfaces 

Anyone exposed to COVID-19 must: 

  • Stay home  
  • Confidentially notify the Coordinator of Risk Management of exposure and your Campus Dean or Supervisor 
  • Be cleared by a medical professional before returning to campus 
  • If you are sick, do not report to work. 

Operational Goals  

  • Resume limited face-to-face services for students, mainly by appointment 
  • Implement increased sanitizing of public spaces 
  • Follow physical distancing practices 
  • Follow CDC Federal/State/LCTCS orders 

Facilities 

  • Buildings open to students by appointment (excluding computer labs or library) with social distancing enforced 
  • No extracurricular college-sponsored activities occur on campus at this time 
  • Employees and students must maintain physical distancing 
  • Employees and students must wear face covering when working within six feet of others or assisting students 

Office Environments 

  • Employees with health concerns may request to continue working from home 
  • Conduct meetings via video or telephone conference; limit in-person meetings to ten participants employing social distancing 
  • Limit sharing of supplies and equipment; frequently disinfect items 
  • Services to students are made by appointment to limit gathering; Face-to-face by appointment 

Engagement 

  • Very limited face-to-face student meetings  
  • Conduct meetings via video or telephone conference; limit in-person meetings to ten participants employing social distancing 

Academic Classrooms 

  • Many CLTCC classes are delivered online  
  • Faculty continue to provide online instruction from home or their office on a limited basis 
  • Hand-on trainings as conducted during Summer Semester employing techniques such as screening, personal protective equipment and sanitation 

Computer Labs and Library 

  • Open with limited hours and with social distancing enforced 

HiSET (High School Equivalency) and Other Testing 

  • Open with limits on occupancy 
  • Computer-based testing at present only
